Citizenship
Naturalisation & special routes
Swedish citizenship for adults is decided by the Swedish Migration Agency under the Nationality Act. From 6 June 2026 there are no transitional arrangements: applications not yet decided on that date are assessed under the new rules. The main habitual-residence period increases from five to eight years, orderly-life checks tighten, and new maintenance and knowledge rules apply (including phased citizenship testing managed with UHR from August 2026).
Snapshot across citizenship pathways — detailed rules are in each expandable section.
| Pathway | Minimum stay | Language | Income | Fees |
|---|---|---|---|---|
| Adult citizenship application Applicants aged 18+ meeting citizenship conditions | Main rule from 6 June 2026: 8 years habitual residence in Sweden (five-year rule replaced; shorter periods remain only for specific legal categories) | From 6 June 2026: ages 16–66 must prove Swedish language and society knowledge (e.g. grades, SFI course D, municipal adult education, folk high school, or citizenship tests introduced gradually from August 2026 — society first, language tests later; UHR develops the tests) | From 6 June 2026: maintenance requirement — generally annual income ≥3 income base amounts (~SEK 20,000/month before tax), long-term employment/self-employment income, and no more than six months of income support (försörjningsstöd) in total over the past three years (exemptions e.g. certain pensions, permanent disability, qualifying full-time higher education per Migration Agency) | SEK 1,500 |
| Category-specific residence variants Groups with non-standard residence periods under Swedish nationality law | The 2026 legislation confirms that different time limits apply to certain groups; verify current category-specific limits with Migration Agency guidance at filing time | 2026 language/society knowledge framework applies with staged testing rollout | 2026 maintenance requirement framework applies unless a legal exemption is granted | SEK 1,500 (same application fee framework) |
